For an ordinary UAE tourist visa you do not apply — a UAE-based sponsor does it for you: the airline you are flying, a licensed hotel or travel agent, or a relative living in the UAE. The one exception is the five-year tourist visa, which you can apply for yourself.

🔴 Start here, because it changes everything else on this page: for an ordinary UAE tourist visa you do not apply. A UAE-based sponsor applies on your behalf. The Abu Dhabi Residents Office puts it in one line — you need a sponsor to apply for your entry permit — and the federal portal names who may be one. Which sponsor you use is the only choice that changes your document list.

GDRFA puts the sponsor rule in one line for Dubai: only accredited tourism offices in the emirate can issue a tourist visa.
Two official sources disagree here, so both are below. u.ae states flatly that the UAE’s embassies do not issue tourist visas, and that you must go through a UAE-based airline, agency or hotel. Experience Abu Dhabi says you can apply for a visit visa through your nearest UAE embassy. If the embassy is your plan, telephone before you travel to it.

Whether you need a visa at all, and why nobody will tell you
🔴 Whether an Indian passport gets a visa on arrival is the one question no UAE government page answers. Each official source that should carry the list hands it to somebody else:
u.ae says the list of eligible countries "may vary from time to time" and tells you to check with the UAE embassy in your country.
The Abu Dhabi Residents Office has a "Citizens of these countries" link exactly where the list should be. It goes to etihad.com — an airline.
Experience Abu Dhabi, the emirate’s own tourism authority, tells you to check at icp.gov.ae or u.ae. Neither of those publishes it either.
ICP and GDRFA are the two authorities that actually issue the visas. The phrase "visa on arrival" appears on neither site.
So ask the airline when you book and get the answer in writing. That is where the government’s own pages send you, even where they do not say so outright.
Six months of passport validity, counted from the date you enter the UAE. This is the one requirement every source agrees on — the federal portal, the ICP service card and the Abu Dhabi Residents Office each state it independently.

🔴 What the UAE’s own tourism-route list does NOT include:
Income tax returns or Form 16. The ICP list has no line for them.
Employment proof, an NOC or a leave letter.
A cover letter.
Scans of your old visas or your travel history.
A printed application form. You never fill one in — the sponsor files the application.
Bank statements, for the ordinary tourist visa. Only the self-sponsored five-year visa asks about money, and it asks for a balance.
Two authorities issue these visas and they do not charge the same way, so the number that applies to you depends on which emirate your sponsor files in. Dubai is GDRFA; Abu Dhabi, Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah and Fujairah are ICP. Whatever an airline, hotel or agent adds on top is their own price and is published nowhere.

Dubai charges no security deposit for a tourism-route visa but does for a relative-or-friend one — that single difference is worth more than any other number here.
On the relative route GDRFA also sells the medical insurance: AED 40 for a 30-day visit, AED 60 for 60 days.
How long you get, and it is not one answer:
A Dubai tourist visa is issued for 30 or 60 days. ICP, covering the other six emirates, issues 30, 60 or 90.
Under ICP the visa can be extended more than once, but total stay may not exceed 120 days.
You must enter the UAE within 60 days of the permit being issued, or it lapses.
Visiting a relative or friend in Dubai can run to 90 days, which the tourism route does not offer.
ICP puts the overstay fine at AED 50 a day; the Abu Dhabi Residents Office page says AED 100. ICP issues the permit and its card carries the current schedule, so AED 50 is the figure to work from — but do not plan around either number.

Step 5 of 6
Three routes that work differently
One route you can take on your own, with no sponsor at all: the five-year multi-entry tourist visa, open to all nationalities. GDRFA itemises what it actually costs in Dubai and adds a yearly cap the federal portal does not mention.
A bank balance of USD 4,000, or the equivalent, over the last six months — GDRFA asks for the six-month statement itself.
Health insurance valid in the UAE, and a round-trip ticket.
Ninety days per visit, extendable by another ninety — but no more than 180 days in the UAE in any one year.
In Dubai the fees itemise to a stated total of AED 3,713, of which AED 3,000 is a refundable guarantee.
If you are only changing planes and want to leave the airport, what you need is a transit visa — 48 or 96 hours, single entry, and it cannot be extended. Your UAE-based airline, a travel agency or an airport hotel arranges it. One caution: Etihad’s own visa page says it currently issues transit visas only, while u.ae and Experience Abu Dhabi both send tourists to the airlines for tourist visas as well. Ask before you count on it.
Travelling for treatment is a separate route, sponsored by the licensed hospital rather than by you or by an airline. For Dubai the published list is short:
The patient’s passport copy, a medical report and a photograph.
A letter from the sponsoring hospital justifying the visit, plus health insurance.
A companion travels on a matching visa, must enter alongside the patient, and is extended only when the patient is.

Check the visa is real before you fly
🔴 When a sponsor sends you a visa, you can check it against the government’s own record before you fly. The federal portal publishes these two routes precisely because fake entry permits are sold:

Three things the UAE government states plainly, each with a consequence attached:
A visit or tourist visa gives you no right to work. Working on one brings fines and legal liability.
Do not pay, and do not send copies of your documents, until you are certain the operator is genuine. That is the federal portal’s own wording, not ours; it suggests asking the UAE embassy in India to verify one.
u.ae tells readers to learn the published fees for Dubai permits so as to avoid overpaying — which tells you overcharging is common enough to have earned a government page.

UAE visa from India — what documents are needed?
Fewer than you would expect, and it depends on who is sponsoring you. ICP’s tourism-route list is three items — passport, one photograph, and a tour programme statement — against conditions of a passport valid six months, UAE-valid health insurance and a return ticket. Your airline adds nothing beyond that; a hotel wants a reservation with that specific hotel; an agent wants the ticket bought through them; a relative in the UAE needs an active sponsor file and a qualifying salary. No income tax return, employment proof or cover letter appears on the official list. Pick your sponsor above and the pack changes.

You mostly do not apply at all.
